Office space is a planners' all-time concern, due to its connection to economic development, land use planning, job-housing balance, downtown planning, etc. Tokyo's office building is a particular concern to Seoul' planners due to its comparative values in estimating future office demand and rent competitiveness in Asian market.

According to Reuter report, Office vacancy rate in Tokyo are at rock-bottom level. For example, the Marunouchi district was just 0.19 percent vacant in March.
