
Firms used to make big shopping centers, tall office buildings, gigantic factories, etc in order to compete. They were, of course still are, the prime agent of urban change. Yet, in addition to firms, the governments are increasingly playing the big roles. For example, some countries make new cities in order to compete. Some cities do the same. Dubai, Abudabi, Las Vegas . . . This new global phenomenon is also seen in Macao. See this article from New York Times.
